These two projects were assigned by đại lý 188bet Prime Minister to EVN as đại lý 188bet investor in Decision No. 428/QD-TTg dated March 18, 2016 (Electricity Master Plan VII - revised) and were further implemented as part of đại lý 188bet important investment priority schedule for power sources and grids in đại lý 188bet electricity sector in Decision No. 500/QD-TTg dated May 15, 2023 (Electricity Master Plan VIII). đại lý 188bet O Mon III and O Mon IV Power Plant Projects are currently in đại lý 188bet preparatory investment phase.

đại lý 188bet O Mon III and O Mon IV Power Plant Projects are components of đại lý 188bet Block B - Gas-to-Power project chain, which includes upstream projects (gas fields), midstream projects (gas pipeline projects), and downstream projects (power plants). This project chain has đại lý 188bet opportunity to be implemented in 2023 to meet đại lý 188bet schedule of having đại lý 188bet first gas flow by đại lý 188bet end of 2026. According to Electricity Master Plan VIII, đại lý 188bet Block B - Gas-to-Power project chain will be an important power source, providing additional supply to đại lý 188bet national power system in đại lý 188bet Southern region during đại lý 188bet period of 2026 - 2030. Furthermore, đại lý 188bet project chain is in line with đại lý 188bet energy transition trend and contributes to đại lý 188bet carbon emission reduction targets as committed by đại lý 188bet Prime Minister at COP26.
In recent times, đại lý 188bet implementation of đại lý 188bet project chain has faced unprecedented challenges and complexities with đại lý 188bet involvement of multiple investors and parties requiring synchronized decisions within a limited time frame due to đại lý 188bet project's urgent requirements. Without timely decisions in đại lý 188bet downstream phase, đại lý 188bet project chain may face difficulties in meeting đại lý 188bet aforementioned schedule. In that case, delays will not only directly affect đại lý 188bet ongoing activities of đại lý 188bet upstream and midstream projects but also impact đại lý 188bet feasibility of continuing đại lý 188bet project implementation for domestic and foreign partners. To ensure đại lý 188bet progress of these two projects, in Document No. 77/TTg-CN dated June 24, 2023, đại lý 188bet Prime Minister agreed to transfer đại lý 188bet ownership of đại lý 188bet O Mon III and O Mon IV Power Plant Projects from EVN to Petrovietnam.

At đại lý 188bet handover ceremony, representatives of EVN and Petrovietnam signed đại lý 188bet handover protocol for several contracts related to đại lý 188bet projects, including đại lý 188bet O Mon Power Center Planning Document, đại lý 188bet Pre-Feasibility Study (Pre-FS) Report for đại lý 188bet O Mon III Power Plant Project, đại lý 188bet Feasibility Study (FS) Report for đại lý 188bet O Mon IV Power Plant Project, and other relevant documents.

In đại lý 188bet coming period, under đại lý 188bet guidance of đại lý 188bet Ministry of Planning and Investment, Petrovietnam and EVN will continue to closely coordinate and promptly hand over đại lý 188bet projects according to đại lý 188bet instructions of đại lý 188bet competent authorities, in order to carry out đại lý 188bet next steps and ensure đại lý 188bet projects' operation on schedule. Simultaneously, negotiations on đại lý 188bet Power Purchase Agreements (PPA) for O Mon III and O Mon IV Power Plants will be conducted after đại lý 188bet approval of đại lý 188bet investment projects by đại lý 188bet competent authorities to minimize đại lý 188bet impact on đại lý 188bet schedule commitments for gas supply from đại lý 188bet upstream and midstream sources of đại lý 188bet two power plants, as well as other related tasks.
Representatives of government ministries and departments affirmed their commitment to working together with Petrovietnam and EVN to promptly complete đại lý 188bet handover procedures and create favorable conditions to accelerate đại lý 188bet implementation progress of đại lý 188bet projects.
