Framework Agreement on Gas Sale Contract of Block B for O Mon II Thermal Power Plant between Petrovietnam and dang nhap 188bet joint venture of Marubeni Corporation and Trading Construction Works Organization (WTO) was signed in dang nhap 188bet witness of Government Agencies and related entities. dang nhap 188bet signing of this Framework Agreement was an important step for dang nhap 188bet parties to continue to carry out dang nhap 188bet necessary work to ensure dang nhap 188bet progress of dang nhap 188bet Block B Gas - Power Project Chain. 

Under dang nhap 188bet agreement, dang nhap 188bet parties agree on dang nhap 188bet principles and main terms in dang nhap 188bet Gas Sale Contract (GSA) fully and as a basis for dang nhap 188bet parties to promote dang nhap 188bet investment progress of all projects in dang nhap 188bet Block B Gas - Power Project Chain. dang nhap 188bet gas receiving progress of O Mon II Thermal Power Plant will be in sync with dang nhap 188bet field development progress of dang nhap 188bet Upstream Block B Gas Project.

Block B, 48/95 and 52/97 (hereinafter referred to as Block B) are located offshore to dang nhap 188bet southwest of Vietnam, in dang nhap 188bet Malay Basin - Tho Chu lowland of Vietnam’s continental shelf, about 300 km from dang nhap 188bet coast of Ca Mau, 400 km from O Mon Power Center, with a sea depth of about 77 m. 

dang nhap 188bet entire gas source of Block B will be transported by pipeline to O Mon district (Can Tho city) to supply gas to dang nhap 188bet O Mon I, O Mon II, O Mon III and O Mon IV thermal power plants (with total capacity of about 3,810 MW). During dang nhap 188bet stabilization phase, Block B will provide power plants with about 5.06 billion m3 of gas per year to produce about 21.2 billion kWh of electricity, meeting part of dang nhap 188bet energy demand for socio-economic development of Vietnam in dang nhap 188bet coming time. 

dang nhap 188bet O Mon II thermal power plant project has a design capacity of about 1050MW, dang nhap 188bet selected configuration is 2-2-1 (two gas turbines, two heat recovery boilers and one steam turbine) to ensure optimal efficiency, reliability, and high flexibility during operation. It is expected that when dang nhap 188bet plant comes into operation, it will consume about 1.35 billion m3 of gas per year. Regarding dang nhap 188bet project implementation schedule, dang nhap 188bet plant will complete dang nhap 188bet investment and officially put into commercial operation in 2026-2027, ensuring compliance with dang nhap 188bet general progress of dang nhap 188bet Block B gas - power project chain. 

When O Mon II Thermal Power Plant comes into operation, it will produce an average of 6,300 GWh per year, contribute to enhancing dang nhap 188bet power supply capacity of dang nhap 188bet national power system. Besides, dang nhap 188bet plant also creates jobs for more than 1000 workers. 

Speaking at dang nhap 188bet ceremony, Mr. Shino Mooro, President and CEO of Marubeni Asian Power Singapore, representative of dang nhap 188bet Marubeni - WTO joint venture shared dang nhap 188bet signing of dang nhap 188bet framework agreement on Block B gas sale contract for O Mon II Thermal Power Plant with Petrovietnam would be an important factor to contribute to dang nhap 188bet final investment decision of dang nhap 188bet Block B gas project; At dang nhap 188bet same time, he was committed to making efforts to accelerate dang nhap 188bet overall development of dang nhap 188bet project to synchronize with dang nhap 188bet project chain. 

Mr. Tetsuhiro Nobuta, Counselor of dang nhap 188bet Embassy of Japan in Vietnam emphasized dang nhap 188bet participation of Japanese enterprises in dang nhap 188bet projects under dang nhap 188bet Block B Gas - Power Project Chain was of great significance, not only contributing to dang nhap 188bet local socio-economic development but also further tightening dang nhap 188bet strategic cooperation relationship between Japan and Vietnam on dang nhap 188bet occasion of dang nhap 188bet 50th anniversary of dang nhap 188bet establishment of diplomatic relations between dang nhap 188bet two countries. 

On behalf of Petrovietnam’s leaders, President and CEO Le Manh Hung thanked dang nhap 188bet Government, Can Tho City People’s Committee, relevant ministries and agencies for their attention and support, close and timely direction to Petrovietnam and contractors in dang nhap 188bet implementation of dang nhap 188bet Block B Gas - Power Project Chain; he also thanked and appreciated dang nhap 188bet negotiation team of dang nhap 188bet two sides for working effectively to have dang nhap 188bet signing of dang nhap 188bet framework agreement; he confirmed dang nhap 188bet signing of dang nhap 188bet framework agreement was an important step for dang nhap 188bet parties to continue to carry out dang nhap 188bet necessary work to ensure dang nhap 188bet progress of dang nhap 188bet project chain. 

According to President and CEO Le Manh Hung, dang nhap 188bet path ahead still has many difficulties and challenges with dang nhap 188bet goal of reaching dang nhap 188bet Final Investment Decision (FID) in June 2023. In order to ensure dang nhap 188bet production progress and have dang nhap 188bet first Block B gas flow by dang nhap 188bet end of 2026, Petrovietnam’s leader expected dang nhap 188bet oil and gas contractors and power plant investors to make every effort to proactively decide to implement dang nhap 188bet project chain on schedule. 

As emphasized by Mr. Le Manh Hung, dang nhap 188bet Group always considers putting dang nhap 188bet Block B Project into operation as a very important task and should be strongly implemented in 2023. dang nhap 188bet development of dang nhap 188bet Block B Project will contribute a significant source of revenue for dang nhap 188bet State budget and socio-economic development for dang nhap 188bet provinces in dang nhap 188bet Southwest region, and contribute to ensuring dang nhap 188bet national electricity generation demand in dang nhap 188bet period after 2026. Petrovietnam hopes to continue to receive timely attention and support from dang nhap 188bet Government, Can Tho City People’s Committee, relevant ministries and branches for dang nhap 188bet Block B project in dang nhap 188bet coming time. On dang nhap 188bet basis of dang nhap 188bet signed framework agreement, President and CEO Le Manh Hung suggested dang nhap 188bet negotiation team of dang nhap 188bet two sides continue to urgently negotiate details and complete dang nhap 188bet gas sale contract for O Mon II thermal power plant in 2023.
